Job Description

ORGANIZATIONAL DESCRIPTION: This position is responsible for overseeing all primary healthcare aspects of IRC's health programs in Yemen. Particular responsibility of the position will be to oversee IRC's primary healthcare interventions in the reproductive health sector, immunization, child health, communicable and non-communicable diseases, pharmacy, and other areas as needed. Health Coordinator will be based in Aden with visits to the field (if security allowed). The Health Coordinator will work with the Deputy Director Program and Health Technical Unit to roll out and follow up on submission of solicited/ unsolicited proposals as well as donor and government reports.

Job Description/Responsibilities: Program Management

  • Responsible for the development and implementation of a strong project work plan, that is designed to achieve the project's stated goals and objectives, within the available staffing and budget.
  • Responsible for ensuring that strong data collection and information management systems are in place for ongoing performance analysis and programmatic action, and that all members of the team know their roles and responsibilities for monitoring and evaluation.
  • Conduct program performance reviews for all primary healthcare programs on a quarterly basis, Health Managers and ensure feedback sessions happen with project staff to discuss corrective action
  • Responsible for the management of project budgets, including the development of procurement and spending plans.
  • Ensure that proper drug management systems are in place and liaise for technical assistance as needed for all strategic aspects of drug management and supply.
  • Monitor evolving needs of the target communities, conduct assessments on health needs in new project areas and adjust the programmatic priorities as necessary in collaboration with Health Managers.
  • Lead the implementation of needs assessments, and support the technical design of such assessments Promote the quality of the IRC's health programs by setting up quality assurance mechanisms and checks in collaboration with other staff.

Representation and Coordination

  • In coordination with the Field Coordinator, actively develop and maintain effective working relationships with key stakeholders, including government actors, UN agencies, international and local NGOs, and other relevant actors.
  • In coordination with the Field Coordinator, participate in local coordination meetings, and actively try to initiate more coordination among NGO and other civil society partners.
  • Represent IRC to local communities, government departments, international agencies, local partners and donors as required
  • Develop strategic partnerships with local organizations, wherever possible.
  • Assist in identifying unmet needs in the health sector and explore the potential of IRC in addressing those needs
  • Participate in the development of new proposals and initiatives for the IRC health program in line with the SAP and the outcomes and evidence framework
  • Represent the Health Advisors as needed

Project Reporting

  • Ensure the timely submission of information for donor reports for all health projects, including reporting against the logical framework.
  • Review all reports prepared by the field staff and provide appropriate feedback to the concerned staff, and ensure that reports are written and submitted to concerned bodies in a timely manner.
  • In collaboration with program managers, review Budget vs. Actual expenditure for health programs on a monthly basis with staff.
  • Prepare information about IRC program activities as needed

Staff development/capacity building

  • Provide supportive supervision to supervisees, including development and monitoring of regular work plans and provide timely and quality performance evaluations.
  • Participate in training and mentoring of health and other staff members in response to capacity building needs.

REQUIREMENTS

  • Health professional (MD, RN or Midwife), MPH is strongly preferred, but not required.
  • At least three years' experience with direct management of the implementation of health programs in a volatile insecure environment.
  • Excellent organizational and program management experience, including with staff work plans, budget management and monitoring and evaluation.
  • Excellent leadership, communication, and facilitation skills.
  • Excellent interpersonal, coordination and networking skills.
  • Experience with situation analysis and health assessments.
  • Experience in capacity building and mentoring of staff.
  • Excellent problem solving skills, and demonstrated ability to handle pressure and improve.
  • Positive attitude and good sense of humor
  • Excellent computer skills in programs such as: MS Word, Excel, PowerPoint

WORK ENVIRONMENT: Security level orange. The situation in Aden is tense at the moment and remains unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

HOUSING: Lodging in Aden is in a private bedroom, with a shared bathroom, in a shared IRC guesthouse. In field sites, accommodation similar to the head office. All IRC sites have electricity and internet all day through. Food is the individual's responsibility.
