Overview:

Under the Department of Labor (DoL) International Labor Affairs Bureau (ILAB) Monitoring and Evaluation Technical Support Services and Training (METST) contract, IBTCI will provide technical assistance to ILAB in monitoring, measuring, evaluating, and reporting on agency performance and the effectiveness of its technical assistance programs. Services include: conducting external performance evaluations of ILAB-funded projects using a variety of methodologies and approaches; conducting ad-hoc qualitative studies, developing project-level monitoring and evaluation systems (including CMEPs and PMPs); providing training to ILAB and/or projects on monitoring and evaluation topics; conducting impact evaluations; conducting data quality assessments; conducting various types of quantitative and qualitative surveys; analyze existing ILAB project data; and providing ad-hoc M&E technical support to projects. Quantitative and qualitative skills will both be required. Using your technical and subject matter skills, perform assigned tasks on specific task orders and/or contracts. Scope of Work:

· The Statistician will need to apply a variety of complex mathematical and statistical theories and techniques and specialized quantitative analyses to conduct the work required in the Call Order;

· He/she will conduct rigorous analysis to solve highly complex problems and integrates mathematical and statistical methods to help validate and support findings of the required task;

· He/she will provide advice in determining the appropriate statistical sampling, analytics and methodologies to use;

· This position does not authorize/require the consultant to directly communicate with IBTCI clients;

· This position does not authorize/require the consultant to have decision making authority on final work product;

· While working on proposals with IBTCI, the consultant is prohibited from working on that same proposal with any other organization.

RequiredKnowledge, Skills and Abilities:

· Ability to apply a variety of complex mathematical and statistical theories and techniques and specialized quantitative analyses to conduct the work required in the Call Order;

· Ability to conduct rigorous analysis to solve highly complex problems and integrates mathematical and statistical methods to help validate and support findings of the required task;

· Ability to provide advice in determining the appropriate statistical sampling, analytics and methodologies to use;

· Additional specialized knowledge/experience includes: compiling and assembling statistical material, applying statistical techniques, using theories and principles, proposing and conducting research, and serving on teams or groups that complete research related to data analysis.

Minimum Requirements:

· At least 3 years’ experience as a statistician, working with international development projects;

· He/she will be able to meet deadlines, work with data from a variety of sources, and communicate results of research and/or analyses in writing and in person to technical and non-technical groups;

· Prior experience with DOL and/or ILAB is preferred;

· Must be fluent in English.

Education:

Statistician must hold a Master’s degree or PhD in economics, applied economics, sociology, statistics, survey methodology or a related field.

Supervisory Responsibility: This position may have supervisory responsibilities.

Travel: This position may require international travel.
