Overview:

Under the Department of Labor (DoL) International Labor Affairs Bureau (ILAB) Monitoring and Evaluation Technical Support Services and Training (METST) contract, IBTCI will provide technical assistance to ILAB in monitoring, measuring, evaluating, and reporting on agency performance and the effectiveness of its technical assistance programs. Services include: conducting external performance evaluations of ILAB-funded projects using a variety of methodologies and approaches; conducting ad-hoc qualitative studies, developing project-level monitoring and evaluation systems (including CMEPs and PMPs); providing training to ILAB and/or projects on monitoring and evaluation topics; conducting impact evaluations; conducting data quality assessments; conducting various types of quantitative and qualitative surveys; analyze existing ILAB project data; and providing ad-hoc M&E technical support to projects. Quantitative and qualitative skills will both be required. Using your technical and subject matter skills, perform assigned tasks on specific task orders and/or contracts. Scope of Work:

· Lead evaluators with conduct evaluations of international development projects and will have subject-matter expertise related to the project’s activities or thematic area, with specific details in described Call Orders;

· Will conduct evaluations in the following thematic areas (specifics subject to nature of Call Order): labor rights and standards (especially in the context of international trade or development), child labor, forced labor, human trafficking, social protection, education, livelihoods, capacity building, and youth and vulnerable populations;

· This position does not authorize/require the consultant to directly communicate with IBTCI clients;

· This position does not authorize/require the consultant to have decision making authority on final work product;

· While working on proposals with IBTCI, the consultant is prohibited from working on that same proposal with any other organization.

RequiredKnowledge, Skills and Abilities:

· Extensive experience evaluating international development projects and have subject-matter expertise related to the project’s activities or thematic area, with specific details described in Call Orders;

· Experience with labor rights and standards (especially in the context of international trade or development), child labor, forced labor, human trafficking, social protection, education, livelihoods, capacity building, and youth and vulnerable populations.

Minimum Requirements:

· At least 3 years’ experience conducting evaluations in international settings;

· Prior performance evaluation experience in the country/region of the project(s) to be evaluated;

· Prior experience with DOL and/or ILAB is preferred;

· Shall be fluent in any language listed as required in the Call Order, and fluent in English;

· Must be available during the timeframe listed in the Call Order.

Education:

Lead Evaluators shall have a college degree and preferably a higher degree.

Supervisory Responsibility: This position may have supervisory responsibilities.

Travel: This position may require international travel.
