Context:
Since August 25 2017, more than 671,000 Rohingya refugees have fled violence in Myanmar for the relative safety of Cox's Bazar, Bangladesh. Combined with the pre-August Refugee population of 213,000, there are currently 884,000 Rohingya refugees living in host communities, camps and informal settlements in Cox's Bazar. Combined with the contingency for additional influx of around 80,000 Rohingya and 336,000 host community - who were already at crisis levels for health status, malnutrition and food insecurity and well above national average for poverty - there are an estimated 1.3 million people in need in 2018.
Monsoon rains, beginning in March and running through October, bring additional threats of destruction of infrastructure and interruption of services, displacements, increased protection risks and direct physical threat of flood and landslide to more than 884,000 incredibly vulnerable Rohingya living in makeshift shelters in camps largely placed on deforested hills of loose soil. A significant share of existing health services are expected to become unusable or inaccessible, and hundreds of thousands will be affected by disruption of services, destruction of infrastructure and will be at heightened risk of disease outbreaks and protection concerns.
The IRC has been in Bangladesh since September 2017, and achieved registration in March 2018. The IRC is currently providing support to Integrated Multi-Sector Teams, a Primary Health Post, and Comprehensive Women's Centre and Integrated Women's Centres. The IRC is looking to work on the integration of SRH/GBV in existing Women Friendly Spaces and health facilities, set-up of Emergency Mobile Medical Teams (MMT) and continuing MMT Coordination support to health sector. As part of the monsoon response, the IRC in collaboration with the WHO will be establishing an Emergency Dispatch and Referral Unit. This unit will be an integral part of the field level Emergency Operations Centre and will oversee the dispatch of mobile medical teams, ambulances and support emergency referrals across the health sector, enabling real-time rapid response and maximising limited resources to provide life saving assistance during the monsoon period. .
Scope of work
Reporting to the Health Coordinator, the Emergency Coordinator will lead the Emergency Dispatch and Referral Unit, working in close collaboration with the Government, WHO, UN agencies, and NGO partners.
Roles and Responsibilities
- Provide operational and technical leadership to the Emergency Dispatch and Referral Unit.
- Ensure the smooth operations of the Emergency Dispatch and Referral Unit, ensuring requests to the unit are promptly acted upon with rapid mobilisation of resources.
- Provide technical support to prioritise requests to ensure optimal use of resources.
- Maintain up-to-date mapping of critical resources across partners.
- Provide briefs to the Health Sector Field Coordinator and Emergency Operations Centre as required.
- Establish standard operating procedures for the Emergency Dispatch and Referral Unit.
- Establish data management systems for the Emergency Dispatch and Referral Unit, including a system for recording and classifying emergency requests.
- Escalate major incidents to the Health Sector Field Coordinator.
- Directly supervise, train and manage all Emergency Dispatch and Referral Unit staff, with a clear organogram, roles and responsibilities clearly outlined and communicated.
- Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
- Other duties as assigned by the supervisor.
Requirements
- Essential: An advanced university degree in health-related field, management, emergency, humanitarian, disaster management or related field from an accredited/recognized institute.
- Desirable: Specialized training in emergency management; specific training in humanitarian response.
- Essential: Minimum of 3-5 years' experience in emergency management and operations, with proven experience in emergency response.
- Desirable: Previous experience in supporting emergency operations centres or incident management systems in a public health emergency response.
- Relevant work experience for nongovernmental/humanitarian organizations or UN agencies.
- Demonstrated knowledge of the rapid response operations and their implementation in emergencies as related to public health.
- Ability to maintain professional composure and calm under pressure.
- Ability to deal with competing demands and requests.
- Planning, organizing, and leadership skills
- Excellent skills in Microsoft Office software applications; Excellent presentation skills
- Ability and flexibility to understand the cultural and political environment and to work well with the local health representatives.
- Must be a team player with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy.
- Ability to be innovative, flexible, and adaptive.
- Ability to live in challenging conditions and ability to work under difficult, high pressure situations.
