Background The IRC's response in Libya began in September 2016. In the early days of our response we were focused on providing emergency health and reproductive care to people displaced by the conflict in Misrata. Across Libya over 1.3 million people are in need of humanitarian assistance, including conflict-affected Libyans as well as migrant and refugees. The IRC's focus today is on providing health care to those in immediate need, with mobile health units operational in Misrata and Sirte and soon also in Tripoli.

The Libya country program is in its second year and growing. A key priority for senior leadership is to develop a new multi-year strategy and thereafter manage expected programmatic and operational growth while carefully analyzing, managing and mitigating risks; building a strong, cohesive and stable team across multiple offices and overcoming challenges inherent with remote management and a complex operating environment.

POSITION SUMMARY The position of Deputy Director of Programs (DDP) is a senior leader and key member of the Senior Management Team. It is integral to the successful implementation of IRC's programs in Libya. The DDP is responsible for overall program direction and implementation within the strategy action plan to be established, government policies and strategies, and in compliance with donor regulations, specifically in the areas of a) business development and grant management b) program strategy and implementation c) representation with line Ministries, donor agencies and local and international stakeholders, d) Monitoring, evaluation, accountability, and learning. The DDP, under the leadership of the Country Director, will spearhead the rollout, operationalization and continuous adaptation of the Country Strategic Plan and will play a key role in supporting business development for the Libya program.

  • External Representation and Advocacy
  • Program Strategy, Design and Fundraising
  • Program Management - Implementation, Monitoring and Evaluation
  • Grants Management
  • Staff Management and Development

Supervisory Responsibilities Direct reports currently include the Health Coordinator and Integrated Protection Coordinator (in partnership with the Field Coordinator), and Grants Coordinator.

REQUIREMENTS:

  • Master's degree in Development Studies, International Relations, Social Sciences or a similar field;
  • Minimum five years of management experience working in a humanitarian or development setting;
  • Experience in managing health and protection programming is strongly desired;
  • Proven ability to develop winning proposals to public and private-sector donors;
  • Familiarity and experience with US and European donors;
  • Previous experience managing programs financed by DFID, EU, UN, foundations and private donors, with previous experience in competitive environments;
  • Proven ability to manage projects to completion on time, within budget, and with the anticipated results;
  • Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes;
  • Ability to rapidly and accurately analyze complex issues, taking decisions and develop operational strategies
  • Demonstrated successful leadership experience with a multi-disciplinary team in a cross-cultural setting, including active mentoring and coaching. Strong leadership, motivational and team-building skills; Motivated and positive attitude to produce results under pressure while maintaining a sense of humor.
  • Proven fluency in English; Arabic skills strongly desired.

This position is based in Tunis with 30% travel to Libya. The role is partially accompanied with private accommodation.
