Job Description
The IRC Finance department seeks to achieve excellence in financial management by providing accurate and timely financial information to IRC management and programs and by adhering to established financial practices and accounting principles. The USP Finance staff aids the US Program Offices in accounting, financial and grants management. They develop and implement IRC accounting policies and procedures for the US programs and check compliance to federal and local donor financial reporting requirements. The unit is also responsible for the review and processing of US Program Offices’ monthly financial reports.
Job Overview:
The Regional Controller is responsible for managing and guiding specific finance/accounting processes based on their technical expertise and general management experience. This includes monitoring and promoting the quality, sustainability and cost-efficiency of these processes and programs. The Regional Controller, through 2 Regional Finance Officers, oversees the financial oversight of the US Program currently comprised of 19 offices. The Regional Controller is expected to make significant contributions to improve the financial processes that affect these programs as well as assisting senior management in providing direction and developing policies.
Major Responsibilities:
• Be a key resource for US Programs HQ, the US Programs offices, by maintaining a strong understanding of major funding sources and with the ability to quickly offer advice and answer questions about any financial issues utilizing a strong knowledge of financial procedures & systems alongside donor regulations.
• Oversee two Regional Finance Officers, US Programs who provide day to day technical financial support to the 19 US offices and are required to understand the overall financial positions (operating budgets, balance sheets, donor portfolios) of the IRC US Programs offices.
• Develop an expertise on the rules and regulations of the major donors relevant to US Programs (primarily DOS-PRM, HHS, DOJ), and provide guidance in the area of donor (financial) compliance
• Review donor proposal submissions and awards for alignment to financial compliance requirements (OMB circulars, standard grant terms & conditions).
• Prepare and submit central grant donor reports as per required submission deadlines. Review complex local grant final reports for accuracy;
• Request the US Government cash drawdowns for US programs monitoring grant receivable/liability balances and utilizing online request systems.
• Plan and deliver onboarding to newly hired finance manager at the IRC HQ offices; support training to other US Programs staff as requested.
• Ensure timely dissemination of new initiatives and polices to the US Offices and support in the implementation
• Conduct periodic support visits to the US offices;
• Participate in specials projects and manage other tasks as assigned by supervisor.
Key Working Relationships:
Position Reports to: Deputy Chief Financial Officer
Position directly supervises: 2 Regional Finance Officers, US Programs
Indirect Reporting: Finance staff across the US offices
Other Internal and/or external contacts: The Regional Controller works closely with US Programs senior management team, particularly the 2 Regional Directors, Senior Directors of Resource Acquisition & Management, Resettlement Programs and Program Quality & Innovation and the Budget Officer in US Programs
Qualifications
Educational Requirements:
• Bachelors Degree in Accounting or Finance - Masters Degree, CPA or CA a plus
Work Experience Requirements:
• Min. 5 years progressive finance experience in the non-profit sector; knowledge of US Government grant requirements (ex. 2 CFR 200) required;
• Demonstrated familiarity with GAAP and proven general knowledge of Fund Accounting
Demonstrated Skills and Competencies:
• Excellent communication skills, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships;
• Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced team environment
• Ability to present complex financial information in a succinct and compelling manner;
• Experience of solving complex issues through analyses, definition of clear way forward and ensuring by in;
• Flexible work attitude: the ability to work productively in a team environment & independently and ability to meet unexpected demands;
• Strong Computer skills: facility with MS Word, Excel, various accounting software, and email/internet software - knowledge of Sun Systems or Microsoft D365 a plus
Language Requirements:
• Proficiency in English language (spoken and written) is required
Working Environment:
• The position can be based on-site in the New York City Headquarters location or work remotely from most locations in the US
