Background:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.

In response to the influx of refugees in Greece, The IRC Hellas has been working in Lesvos since June 2015. The IRC is currently expanding operations to the North of Greece to continue supporting refugees.

Job Summary:

The Roving Environmental Health (EH) Deputy Coordinator is responsible for ensuring the IRC’s emergency Water, Sanitation, and Hygiene (WASH) response for the refugee influx in Greece is being implemented efficiently and effectively. The Deputy EH Coordinator will be responsible for contributing to program design, implementation, quality assurance, monitoring, staff supervision, coordination with other partners and reporting for WASH activities carried out during the emergency. The overall objective of the Rover EH Deputy Coordinator is to ensure the quality of WASH program is achieved through continuous monitoring of implementation, stakeholder management, and staff capacity building. They will be responsible for visiting sites across Greece (Lesvos, North Greece, and Athens) where the IRC is implementing WASH activities.

Keys tasks and responsibilities:

  • Assist with designing, managing, and implementing the overall IRC WASH strategy across Greece
  • Take part in needs assessments in Greece as needed for the development of the WASH program
  • If needed conduct baseline and KAP surveys in targeted operational areas
  • Ensure a harmonized IRC WASH strategy across Greece
  • Provide technical guidance and capacity building to the EH Senior Manager, EH Managers, and EH Officers
  • Support the WASH team in developing Scopes of Work and supervising hardware construction
  • Assist in the preparation of contracts and service agreements for WASH activities.
  • Promote community participation and ownership through liaising with beneficiaries, training and supporting community engagement, and ensuring that activities reflect the needs
  • Develop effective management and technical tools as necessary
  • Ensure that hygiene promotion campaigns are suitably designed and site specific
  • Continuously monitor the progress of the implementation of the WASH strategy
  • Assist in the development of Monitoring & Evaluation mechanisms that accurately capture WASH activities
  • Liaise with government authorities, NGOs, and other key stakeholders to ensure a coordinated approach to WASH interventions
  • Liaise with the EH Coordinator to facilitate smooth project implementation
  • In the absence of the EH Coordinator, take full responsibility of the program

Program approach

  • All Environmental Health Managers are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
  • Adhere to the Code of Conduct every day – in the site and in the community.
  • Maintain confidentiality
  • While in transit sites, all IRC staff must wear appropriate IRC visibility.
  • Act in a way that is sensitive to gender, protection, HIV, the environment and other important cross-cutting concerns

Person specification:

  • Minimum 6 years WASH management experience, with at least 3 years of experience working in developing countries.
  • Experience working with NGOs.
  • Higher level degree in civil engineering/water/environmental and sanitation, or experience to match.
  • Demonstrated experience with an array of leadership managing issues and solutions, related to construction and water and sanitation.
  • Strong leadership, coordination and interpersonal skills, including demonstrated success leading the work of culturally diverse teams.
  • Demonstrated ability to manage large teams remotely.
  • Demonstrated knowledge on hygiene and sanitation policies, standards, sphere standard guidelines, etc.
  • Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
  • Ability to work with minimal supervision.
  • Oral and written fluency in English. Greek is an asset.
