BACKGOUND

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. IRC Hellas’ Emergency Protection program looks to ensure that crisis-affected populations have an improved access to life-saving and humanitarian services, rights and entitlements. This will be achieved through an integrated approach to protection, which includes information sharing, awareness-raising on rights and entitlements, and specialized programing for vulnerable groups including case management. This project focuses on support for Unaccompanied and Separated Children (UASC), through their identification and working with partners to support tracing and restoring family links, providing transit shelters in which specialized support including case management

SCOPE

The Partnership Manager (who reports to the project’s Child Protection Coordinator) supports development of partnership working approaches and management of relationships with partners for this project, in line with IRC’s Global and Regional partnership approach. The Partnership Manager will be responsible for overseeing partnerships with other NGOs for the aforementioned project, working closely with partners and key IRC regional and country staff to build capacity and ensure project delivery in a collaborative manner.

The Partnership Manager will be based in Athens and will be expected to travel up to 50% of the time within the country.

RESPONSIBILITIES

Strategy and Planning

§ Work in close collaboration with the Regional Partnership Coordinator, Deputy Director – Programs, and Grants Manager, to shape and implement a local partnership strategy that addresses both IRC’s approach to working in partnership and capacity strengthening of partner organizations, positioning IRC as a valued INGO partner. This includes developing appropriate indicators of progress and success.

§ Monitor strategy progress, engaging internal and external stakeholders, and launch corrective actions and strategy revisions as appropriate.

§ Assess the current partnership portfolio to identify potential evolution to support current and future programming. Take action to identify and support measure to strengthen the current partnership portfolio.

Partner Relationship Building

§ Working closely with the Senior Protection Coordinator Deputy Director – Programs, and Grants Manager to build and maintain the relationships with local partner organizations that are supporting implementation of the project, ensuring strong partnership practices;

§ Work with the Grants Manager and the Finance Project Manager to ensure that partner budgets are reviewed, reinforced through training and support, and spent out in a timely fashion. Ensure that partners understand and agree to subgrant agreements as issued;

§ Oversee IRC’s efforts to improve transparency and accountability practices toward partner organizations, looking at different methods for gathering, analyzing and responding to partner organizations’ feedback and suggestions to improve working in partnership.

Capacity Strengthening

§ Conduct/review partner capacity assessments using standard IRC tools, and design capacity strengthening programs for each partner;

§ Work in close collaboration with the Regional Partnership Coordinator, and local Country Management Team to oversee the development of standardized approaches and best practices in strengthening the capacity of local partner organizations, taking into account IRC trainings already available and existing capacity-strengthening tools;

§ Coordinate with M&E colleagues to ensure partners receive training and ongoing support necessary to meet program management, accountability and M&E requirements.

§ Support staff learning around, and delivery of, organizational development. Develop and/or identify optimal capacity strengthening tools and methodologies. Disseminate, promote and backstop their use by country program staff.

Reporting and Documentation

§ Reflect on and document relationship management progress together with partners;

§ Report on progress of partners’ implementation of the project.

Professional Standards

§ The IRC and IRC staff must adhere to the values and principles outlined in IRC Way – Global Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti-Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

Other duties as assigned by the project’s Child Protection Coordinator.

REQUIREMENTS

§ University degree in related field or equivalent experience.

§ 3 years experience working with and supporting capacity strengthening of civil society organizations. Diverse geographical professional experience preferred. Experience working within complex emergency preferred.

§ Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result.

§ Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes.

§ Experience developing, resourcing and leading large budget, complex projects spanning multiple technical specialties.

§ Excellent verbal and written English skills. Greek language skills advantageous.
