BACKGOUND

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. IRC Hellas’ Emergency Protection program looks to ensure that crisis-affected populations have an improved access to life-saving and humanitarian services, rights and entitlements. This will be achieved through an integrated approach to protection, which includes information sharing, awareness-raising on rights and entitlements, and specialized programing for vulnerable groups including case management. This project focuses on support for Unaccompanied and Separated Children (UASC), through their identification and working with partners to support tracing and restoring family links, providing transit shelters in which specialized support including case management.

SCOPE

The Information Officer (who reports to the project’s Child Protection Coordinator) supports development and dissemination of Information, Education and Communication (IEC) materials in support of project messages for key stakeholders (UASC, vulnerable and host communities, local authorities, partners etc.) relating to the project, and delivered through written and oral channels. He/she will be required to stay up to date with relevant information for refugees, partner organizations and others, working with the Project Team and wider Protection Team to identify relevant information. The Information Officer –throughout his/her work – will ensure confidentiality of the information received as appropriate.

The Information Officer will be based in Athens and will be expected to travel up to 30% of the time within the country.

Reports to: The project’s Child Protection Coordinator.

MAJOR RESPONSIBILITIES

§ Apply technical knowledge and skills to implement and/or assist in delivery of IEC message and materials development in line with program activities;

§ Maintain up to date information for dissemination to refugees, partner organizations and other stakeholders on relevant topics such as registration, demographics, service provision and availability to the target population, through written and oral channels;

§ Develop and maintain communication materials, working in close coordination with the Project Team, wider Protection Team and content providers for the refugeeinfo.eu site;

§ liaise regularly with stakeholders and assess evolving information needs and feedback;

§ Follow internationally recognized best practices in data collection, and protection, child protection and GBV programming;

§ Ensure confidentiality and ethical data collection;

§ Maintain an effective working relationship and regular communication with their Protection Counterparts in other IRC projects and sites.

Grant Implementation:

§ Monitor progress against grant work plan; promptly identifying any current or potential delays and putting forward solutions to challenge areas;

§ Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation

Other:

§ Other duties as assigned by the supervisor to enable and develop IRC programs

Professional Standards:

§ The IRC and IRC staff must adhere to the values and principles outlined in IRC Way – Global Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti-Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

REQUIREMENTS

§ University Degree, preferably in social sciences, law, public health or social work;

§ Minimum one year professional experience in communications, protection programming, child protection programming, GBV programming, human rights work, counseling or community/social work, preferred;

§ Knowledge of national human rights organizations, local legal aid networks and the protection community preferred;

§ INGO experience preferred;

§ Demonstrated understanding of and ability to maintain confidentiality and respect for beneficiaries;

§ Positive and professional attitude, including ability to lead and work well in a team setting;

§ Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment;

§ Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well;

§ Fluency in English (written and spoken). Preference will be given to candidates with fluency in the following languages: Arabic, Farsi, Dari, Pashto, Kurdish
