BACKGROUND:

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. The IRC's Emergency Preparedness and Response Unit (EPRU) created an Emergency Accountability Framework in 2012-2013 to guide and ensure accountability to affected populations in our emergency responses. The EAF has now been used around the world with many successes, such as instituting real-time evaluations (RTEs), standardizing all emergency programing (STEP), and improving our emergency assessments. The Emergency Accountability Framework (EAF) is currently being revised to build on these successes, aiming to further improve our targeting, monitoring, feedback and information sharing practices. In addition the EAF team has embarked on a new project to redesign, simplify and improve guidance for emergency assessments throughout the organization, and to work on an ambitious research agenda to improve methods for impact measurement within the first three months of an emergency.

SCOPE:

The Emergency Accountability Officer working within the EPRU and in collaboration with the emergency accountability team will ensure appropriate support to the application of accountability to the emergency affected populations that the IRC serves. The Officer will support the development of the tools and processes required for the revision, roll-out and upkeep of the Emergency Response Accountably Framework, which includes all of the tools and resources that are required to ensure that IRC retains a robust capability to rapidly deploy coherent multi-sectoral responses around the world.

The Emergency Accountability Officer will report to the Senior Emergency Accountability Coordinator, but maintain very close working relationships with other members of the EAF team and various focal points contributing to Sector Toolkits for Emergency Programing (STEP) and the wider EAF. A collaborative working relationship with other EPRU staff is also required.

RESPONSIBILITIES:

Project Management:

  • Revision of EAF (Emergency Accountability Framework)- Support the work of the EAF redesign via project management and coordination between actors.
  • STEP- Primary responsibility for the completion, roll-out, upkeep and communication of STEP, agency wide.
  • RTEs- Responsible for organizing and ensuring the funding, staffing and approvals for the conducting of an RTE after every emergency response.
  • Communications- Responsible for contributing to and maintaining the EAF communications plan (both internal and external), including working with communications focal points, initiative owners, technical units, EPP and others to facilitate the branding and 'selling' of the EAF throughout the organization, and where relevant, externally.

  • Maintenance of the EAF portion of the portal.

  • Represent the IRC with relevant external fora, including, but not limited to Sphere and the CHS.

  • Orientation and training

  • Ensure orientation of all ERT, internal and external roster staff

  • Operational support for the development and implementation of all EAF trainings

  • Manage EAF ambassadors initiative.

Support

  • When requested support the design of emergency needs assessments and RTEs
  • Support in the upkeep of the classification system and production of PSDs as requested.
  • Support in fundraising efforts for EAF projects, including but not limited to the EPRU research agenda.
  • Support the use of EAF technology tools.

Travel (approximately 25%)

  • Participate in emergency needs assessments, RTEs and other support to the field as requested.

REQUIREMENTS:

  • Master's degree, in a related field such as international/humanitarian programming/public health or equivalent experience
  • 2-3 years of program management experience including 2 years in emergency contexts and demonstrated strong Design Monitoring Evaluation capabilities
  • Demonstrated abilities to build consensus among and facilitate decision making across multiple stakeholders.
  • Extremely organized, with excellent skills in prioritization and multi tasking.
  • Project management experience.
