BACKGROUND:

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. The IRC's Emergency Preparedness and Response Unit (EPRU) created an Emergency Accountability Framework in 2012-2013 to guide and ensure accountability to affected populations in our emergency responses. The EAF has now been used around the world with many successes, such as instituting real-time evaluations (RTEs), standardizing all emergency programing (STEP), and improving our emergency assessments. The EAF is currently being revised to build on these successes, aiming to further improve our targeting, monitoring, feedback and information sharing practices. In addition the EAF team has embarked on a new project to redesign, simplify and improve guidance for emergency assessments throughout the organization, and to work on an ambitious research agenda to improve methods for impact measurement within the first three months of an emergency.

SCOPE:

The Emergency Response Team (ERT) Accountability Coordinator working within the EPRU and in collaboration with the emergency accountability team will ensure appropriate support to the application of accountability to the emergency affected populations that the IRC serves. The ERT Accountability Coordinator will support the development of the tools and processes required for the revision, roll-out and upkeep of the Emergency Response Accountably Framework, which includes all of the tools and resources that are required to ensure that IRC retains a robust capability to rapidly deploy coherent multi-sectoral responses around the world. The coordinator will deploy to the field to provide on the ground support, mentoring and monitoring of accountability mechanisms. Her/his primary focus will be on feedback mechanisms, information sharing, coordination and monitoring.

The coordinator will report to the Senior Emergency Accountability Coordinator, but maintain very close working relationships with other members of the EAF team and the other members of the ERT. A collaborative working relationship with other EPRU staff is also required.

RESPONSIBILITIES:

Deployments (up to 65%):

  • Deploy within 72 hrs to emergency settings with the ERT to support accountability mechanisms (deployments average 3 weeks but can be as long as 3 months)
  • Lead on-the ground trainings on the EAF, providing mentoring and guidance to 'pull the team along' towards appropriate accountability mechanisms in the field.
  • Primary responsible person for the implementation of feedback mechanisms, strong monitoring, appropriate coordination and information sharing in emergency responses through direct implementation, mentoring and monitoring.
  • When requested, conduct real-time evaluations, needs assessments and support other data gathering initiatives in the field.

Non-deployed:

  • Lead in the revision of content for EAF toolkits for feedback mechanisms, coordination, information sharing and monitoring.
  • Liaise with relevant initiatives within the IRC, such as Monitoring for Action and Client Voice and Choice to ensure coherency and the achievement of joint objectives.
  • Lead EAF portion of orientation of ERT, internal and external roster staff
  • Participating and contributing to EAF trainings for ERT, internal and external rosters, CETs and the wider organization.
  • Support the communications initiatives of the EAF team by participating in conferences, meetings, and contributing content as needed.
  • Support the modification of comet (IRC's monitoring software) for emergency settings and roll-out of comet in the field.
  • Contribute to ongoing efforts to support EPRU senior management in leading in accountability.
  • Support the use of EAF technology tools both remotely, and in the field.

REQUIREMENTS:

  • Available to deploy within 72 hours and travel for up to 65% of the time.
  • Master's degree, in a related field such as international/humanitarian programming/public health or equivalent experience
  • 3-5 years of program management experience including 2+ years in emergency contexts and demonstrated strong assessment, monitoring and evaluation capacities
  • Demonstrated ability to design and conduct robust research in complex emergency settings (preferably multi-stakeholder/coordinated, mobile data collection, public analysis interfaces)
  • Familiarity with the principles of accountability as they are applied in emergency settings, and ability to think creatively and pro-actively about their adoption.
  • Experience setting up and managing beneficiary feedback mechanisms and multi-sectoral monitoring systems.
  • Mobile data collection (particularly via Kobo or ODK) preferred
  • Experience developing technology solutions for humanitarian programming, preferred
  • Experience and competency in moderate statistical analysis and reporting preferred
