SCOPE OF WORK
The WPE Program Specialist position will provide support to programming targeting Syrian refugees and vulnerable Lebanese in the Akkar region of Lebanon , including supporting the technical quality activities and outreach for women and girls and building capacity of IRC staff to provide the full range of services and activities being implemented . The position involves providing technical support to existing teams and ensuring highest level of quality for GBV programming.
Under the supervision of the Women's Protection and Empowerment (WPE) Manager based in Akkar , the Specialist will be responsible to provide shadowing, mentoring, coaching, training and capacity building support to IRC teams and partner and local organizations specifically focusing on women's protection, GBV, case management and other relevant protection topics and provide technical support to WPE activities implemented by IRC teams as requested by the WPE Manager. The Specialist will be responsible for organizing trainings and ensuring technical quality of the training content provided to IRC and partner staff, as well as continued follow-up and mentorship of people trained. The WPE Program Specialist will be based in Qobayat, Akkar , with frequent travels around Akkar and potential visits to Beirut and other program locations in Lebanon .
SPECIFIC DUTIES AND RESPONSIBILITIES
Technical Guidance/ Support
- Support the WPE Manager and 2 Senior Officers to establish support and capacity building plan for each IRC team in Akkar (2 WGCCs, 3 mobile teams, 1 rapid response team) based on the assessed needs.
- Identify any continued needs for training or capacity building support and make a work plan for these trainings to be conducted with the Capacity Building Officer.
- Support the work of the Capacity-Building Officer and build their capacity to ensure the highest level of technical performance in collaboration with the Capacity Building Manager in Beirut
- Provide technical support to each IRC team in Akkar (2 WGCCs, 3 mobile teams, 1 rapid response team) through regular shadowing, mentoring, coaching, and follow up
- Provide technical support as needed in the recruitment and training of new staff for WPE program under the direction of the WPE Manager
- As requested by WPE Manager, provide technical support through leading sessions, guidance on program activities, etc. with WPE t eams related to good practices in PSS, case management, services for GBV survivors, adolescent girl programming, approaches to outreach, etc. (or other topics as identified together with WPE Manager and WPE Coordinator )
- Work with WPE Manager to conduct regular analysis of GBV data collected from program teams in order to note trends and inform programming accordingly
- Support teams to improve reporting including identification of challenges and possible solutions
GBV Service Delivery
- Identify and raise technical challenges in the delivery of case management services and propose tools and mechanisms to overcome them in a timely manner
- Support the Senior Officers to develop and to improve their technical and management skills to ensure the highest level of accountability and technical supervision of teams
- Support the Case Management Officer in the organization of case conferences and in the mentoring of case workers, including with partners'
- Ensure the piloting, review and collection of lessons learned for all new tools and processes developed.
- Any other duties as assigned by the supervisor.
REQUIREMENTS
- University Degree in field of gender-based violence, social work, psychology, sociology or related field.
- Minimum 3 years of experience in providing and/or overseeing GBV case management in clinical and/or direct practice settings.
- Excellent technical skills in GBV/case management in humanitarian settings. Strong familiarity with international guiding principles and best practices required, such as MISP, IASC guidelines, and other guidelines on GBV in conflict/humanitarian settings.
- Excellent technical skills in GBVIMS compilation, analysis and training.
- Knowledge of national standards in GBV case management.
- Experience in implementing survivor-centered case management approaches.
- Demonstrated experience developing and overseeing staff capacity -building plans.
- Strong project planning, organizational, interpersonal and communication skills .
- Ability to write clear and concise reports .
- Strong computer skills: must be competent in the use of Windows, MS office programs (Word, Excel, Access) and email programs .
- Ability to work in unstable security environments, and under administrative and programmatic pressures.
- Fluency in Arabic and English
Other details:
The position will be based in Qobayat, Akkar with frequent travel to program implementation sites in field locations.
