BACKGROUND: The International Rescue Committee (IRC), one of the world's largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The Ebola outbreak in West Africa was unprecedented in scale and in the response required. No previous outbreak had as many confirmed cases, or as wide of a geographic spread. It is now clear that Ebola will be recurrent in the region and the Ministry of Health and County Health Teams (CHTs) will continue dealing with cases in the near future and need further partner support to do so.
Since January 2016, the IRC has been leading the Epidemic Preparedness and Response (EPR) Consortium. Comprised of eight international NGOs, the EPR Consortium (EPRC) works with all 15 CHTs to operationalize Epidemic Preparedness and Response plans and support regional isolation facilities, while also maintaining the ability to rapidly respond in the event of another outbreak. The EPR Consortium program currently ends on December 31st 2016 but follow on funding is a possibility.
SCOPE OF WORK:
The Consortium Manager will lead field monitoring assessments, support the grant and budget management for the EPRC, including all donor reporting, as well as support programmatic implementation, working directly with the eight international partners. The position is based in Monrovia with regular trips to all counties in the country, to monitor project implementation progress of the international partners. He/she will report to the EPRC Team Leader, and will work collaboratively with the technical coordinators, grants and finance teams from the other international organizations. This is a short term position and as such IRC's HR policies on short term employment apply.
RESPONSIBILITIES
Program Support & Grants Management:
- Conduct rapid assessments of partner interventions and EPRC partner capacity; develop recommendations for improving interventions in the future
- Support the Team Leader and Project Coordinator as needed to successfully coordinate the Consortium and implement IRC's program activities in Montserrado;
- Ensure that donor reports are submitted on time; that reports are coherent and accurate (ad hoc, monthly, quarterly, and final reports);
- Support the eight international partners to submit timely narrative reports and accurate financial reports;
- Play a key role in weekly/regular technical meetings amongst Consortium and other key partners (MoH, WHO, CDC, etc.)
- In coordination with IRC HQ, monitor field implementation of programs to ensure they are in accordance with donor and IRC internal requirements;
- As needed, support Team Leader as compliance liaison between partners, the donor and IRC HQ;
- Maintain hard and soft copy files on EPRC grant portfolio;
- Support close out of partner subgrants as needed;
- Support procurement and asset disposition processes as needed.
Communication, Coordination and Information management:
- Develop briefing papers and support development of external communication tools for the EPRC;
- Develop internal EPRC communications tools to update the EPRC Country Directors on the program activities and accomplishments;
- Attend Consortium Committee and Technical Working Group meetings, taking notes and distributing meeting minutes as necessary
- Support an end of project evaluation as needed
QUALIFICATIONS:
- 3-5 years relevant experience
- Master's degree in relevant field
- Experience with real time assessments of public health interventions
- Ability to write clear and concise reports and proposals and to meet required reporting deadlines
- Excellent oral and written communications skills and demonstrated ability to produce and edit documents (reports, proposals) under deadline pressure
- Public health programming experience
- Experience working in a multi-cultural setting, preferably in Africa
- Competence with Windows, Microsoft Office
- Previous experience working with international donors, in particular US government
- Proficient written and spoken English required
- Participate in meetings with in-country donor representatives to discuss ongoing and future programs

HOUSING:
The position is base in Monrovia, Liberia, with occasional travel to the field. This position is unaccompanied. International staff are provided with staff housing close to the office, and have access to IRC transportation
